Received Request Letter for Singapore PCC/COC

Hi Seniors,

Today I received the request letter from CIC to obtain Singapore PCC/COC. In the letter they written
"Once you have notified us that your full application has been submitted to the Singapore Police Force, we will follow-up with the SPF regarding the final results, which will be forwarded directly to our office."
This is a computer-generated letter which requires no signature

During the form filling I checked the section of nominating someone to collect the PCC/COC on your behalf. I have a friend in Singapore ready to help me. Can I nominate him to collect the PCC on my behalf and mail it to me and then I mail it to CIC? or Shall I strictly follow the procedure given by CIC?

@Gurinder, @Jes,

I was referring to following link where the CIC mailed the COC to person's address and not to CIC directly. We do have some more similar examples on this form.
