My father is currently in Canada on a visitor visa and his current visa is expiring on 6th August, 2024.
He has recently received an invite to apply for a Permanent residency.
This week he had a heart attack and is currently in ICU getting operated. Due to his health situation will they process his PR application on an urgent basis? If yes, then can he use permanent residency later to claim provincial insurance for his current medical condition?

I'm sorry for your father's situtation.

Unfortunately they will not process your father's PGP application on an urgent basis. As part of the application process, he will need to take and pass the medical. If he has a health condition that IRCC assesses as placing a burden on the Canadian health care system, then it may be difficult to get PR approved. You should expect normal processing times or potentially longer than normal processing times due to his health situation.

Unfortunately he will not be reimbursed for the costs he is incurring now. If he is able to secure PR, then after he becomes a PR, he will qualify for provincial health care coverage going forward.

Hopefully he purchased private travel insurance and is covered for the emergency he is having now.

He is covered only for $50,000 and hospital is not sharing the actual expense until he is discharged. There are some concerns with his heart beat rythm after stent implant. Doctor might keep him there for more time and may be install a pacemaker.

The pacemaker procedure itself is quite simple based on my experiences. My mother had one put in many years ago due to an irregular heart beat.
