I was just quoted 11,000 CAD plus fees from a Canadian immigration lawyer for the following work:

4,000 CAD study permit (graduate school); 3,000 CAD spousal work permit 4,000 CAD study permits for two high school age children

lawyer’s time billed at 350 per 30 minutes.

All US citizens. Is this in line with the going rate? Thanks

Don't need a lawyer. You are US citizens so apply at port of entry. Or just do it yourself. It is not difficult to do.

Insane for something most with good EN/FR language skills can do on their own. The billing rate is not outrageous although doubt the lawyer is actually filling out the forms. Most of this is just paperwork and collecting information (that you’ll need to do yourself) so there isn’t much that would need the skill and knowledge of a lawyer in your case.

Assume you are attending a reputable public university for a graduate program that makes sense based on your previous ed and work experience. No criminality issues in your family. No major illnesses or communicable diseases. Save yourself the money and fill out the forms yourselves or pay someone to review the forms you filled out if you are really unsure.
