reaching maximum allowable OWP years and now applied for PR... more OWP allowed?

I understand that there is generally a 4 year maximum for Work Permits in Canada, so if a person is near the limit and just now applied for inland PR, does that 4 year maximum no longer apply, and they will be issued OWP until their PR application is finalized?

The 4 year rule doesn't apply to the inland OWP.
