I have Unpaid Loan of 30,000 SAR and i came back to India with out paying it, so will i have any problem in getting PCC fom Saudi Arbia?

Sorry to say that but yes if this loan not paid to the bank in Saudi Arabia, the problem will start once you reach the Airport

Try to get the PCC from the Saudi embassy in India

I am assuming that the bank has already reported you as a defaulter. Unless you make arrangements to clear the bank loan including additional charges, don't even think about visiting Saudi Arabia. I am not sure if Saudi Embassies abroad issue PCCs.
