if I have a skills trade certificate outside of Canada, would it be qualified aa aTransferability Certificate of Qualifications? Are is it that the trade certificate must be obtained in Canada for it to be qualified in the category.

Both https://www.canada.ca/en/immigratio.../express-entry/eligibility/skilledtrades.html and http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=743&top=29 say that the Certificate must be issued in Canada.
