hello friends,
I came to Canada on jan10 2014 and completed one semester in a Quebec university. However, due to some reasons I flew back to India and withdrew my program. Now I re-applied to the same university under the same program. My visa expires in march2016. My question is that do I need to apply for a visa and study permit again as mine is a re-entry? please help.

Yes - you need a new study permit. Your old study permit is no longer valid (it automatically became invalid once you were out of school for more than 90 days).

Don't international students can stay inactive for a maximum of 4 months??

Working during an inactive term
Students can be granted inactive status after seeking the appropriate approvals. In special circumstances this could be considered a scheduled break and the students can be permitted to work for up to 4 months using their OCWP. If the student will be inactive for more than 4 months, the student will need to apply for an appropriate work permit. CIC will be notified that the student has not maintained their eligibility for the OCWP, and will need to reapply. They may also need to reapply for their study permit.

Yes - you'd need to reapply for a study permit!

Well, they didn't apply for an inactive status to work for 4 months- the OP left the country for over a year
