Re-entering Canada after applying for renewal PR card, but not received

Hello,

My parents put in their papers for PR renewal well on time (in October 2016), however it has not arrived in time for them to travel to India. Their PR card expires on March 8, 2017.
My question is this- If they leave now for India and want to return AFTER March 8th but have not been issued their renewed PR card by the time they want to return (say, June, 2017), what are their options for returning?

Are they risking not being able to return until the renewed PR card is issued?

They can apply for a PRTD in India if necessary. Take copies of the renewal with them to submit. Or if it arrives while they are away, someone I Canada can courier them to India.

I would also say that chances are good the PR cards will have been processed by June 2017 and someone can courier them to your parents.

However, just in case it can't hurt that they apply for a PRTD once they are in India and have an idea when they want to come back. They are usually processed faster and you don't want to count on the PR card being processed.

And as always, you parents have make sure they stay within the residency obligation while being abroad. At the moment when they enter Canada, they must have been present for at least 730 days in the five years immediately before the date of entry. PR card validity dates are irrelevant for the residency obligation. It is not enough that they met the obligation the moment they applied for their new PR card. (Probably you know that last part, but just in case I thought I'd mention it.

Thanks a lot for your input. I thought the PRTD was only something they could use if they had a valid PR card that they had lost. They are very much in status in terms of the PR obligations, but after March 8th till they receive their new cards, they would have no valid card. Was not sure how that time is treated - i.e. the while while in waiting.

Currently, I am advising them to go and get home before 8th March to be safe.

They basically have 3 options:
1. When PR card arrives in Canada, if someone can receive it for them they can courier it to India. This is risky to rely on since there's no guarantee when the cards will come, if CIC needs more info (like new photos), or if CIC will not even mail them and ask your parents to pick up in person.
2. Apply for PR TD once in India. They need to mail PR TD application, fees, and their passport to local visa office for processing. Should budget several weeks for this process.
3. They can travel to USA (if they have necessary USA travel visa), and enter Canada by land in private car. For this only their passport and COPR is enough for CBSA to determine PR status and allow entry.

Apply for a PRTD because timeline for PR card renewal is very different for people. I applied to renew my card in March 2016 and only received my card two days ago. I'm British and only been outside Canada for 18 days since I landed in 2011.
