Re enter Canada on S-1 visa after study completion

Hello

I have a valid S-1 visa with multiple entries, after study completion last year i did not take a PGWP and left. I applied for an offer letter from the university and got it. Now I am not sure about further process, because its already August and I have taken September intake and still don't have a study permit and didn't even get bio-metrics done. What are my options? It would be great if someone can help me or guide me in the right direction.

Study permits become invalid three months after you complete your studies. You need to apply for a new study permit to be able to come to Canada.

What about the visa it is still valid? Can i just go back and apply a new study permit over there.

If not what happens if i apply for study permit from here and go there witha just the application number will i be able to speed it up at the port of entry.
