Hi Senorita Bella,

Just received my IELTS result today and wondering if am qualify to apply for CEC for permanent resident, having my english test results are the following listening & reading 4.5, writing 6.5 and speaking 7 total band of 5.5.

Currently working as Food Service Supervisor and will be having a year of experience on February 20, 2013.

Even though I'm not Senorita Bella, I'll give you an answer anyway:

Assuming you are going for NOC 6311, Food Service Supervisor, it's considered a NOC Level B position.

Your scores are:
Listening 4.5 CLB Level 4
Reading 4.5 CLB Level 5
Writing 6.5 CLB Level 8
Speaking 7.0 CLB Level 8

To be eligible for CEC NOC B positions, you would need to have the following CLB Levels:

5, 5, 5, 5 OR
4, 5, 5, 6

Therefor, YES, you DO qualify for CEC if you want to apply using NOC 6311

Just want to add to Johnny's post that it is expected that CIC would change the IELTS requirements from next year so do keep an eye on the new requirements (if any) before you apply.

Please check the new Language bench mark rule from Jan 2013.
I doubt you qualifiy as per that rule.
