Re-Apply for PR with new FSW program

Hello,

I was a PR of Canada but had to renounce my status as I had to move to US for work.

I also have a Masters degree from Canada.

I am thinking to re-apply for PR under new FSW program. I guess it shouldn't be a problem for me to get PR as I was PR before but just one question regarding language proficiency. I have never taken IELTS and do not intend to take it either.

Any idea if its mandatory ?

Yes - IELTS is mandatory. If you don't include IELTS then your application will be automatically refused. It doesn't matter that you have a Masters degree from Canada.
