I had PR status back in 2006 and landed, but couldn't find a job in Canada so I stayed in the US and worked there for 6 years, which means I didn't meet the residency requirement.

Late last year I finally found a job in Canada, and in the process of obtaining my work permit, the visa office asked me to sign a waiver that I will not appeal if they determined I had lost my PR ( which they did).

Anyway, my question is, I plan to apply again under FSW soon, and will it help or hurt me if I include a cover letter and other additional material ( such as the copy of my maple card) about this situation? I wanted to live in Canada back then just as much as I do now, but without a job I didn't want to live on social benefit, so I chose to stay in the US. Now with 6 years of experience in my field I got quite a few interested employers and have started working for one, and I think it's a more responsible decision for myself.

Technically speaking it should neither help or hinder your application if you previously had residency. Your new application should be judged on its own merits.

Personally I'd just answer all questions truthfully but not mention the previous residency unless they ask a question about it. Your residency wasn't revoked and you haven't been refused entry to Canada, your residency status simply expired. I doubt they will care about that really.

rightly opined...just add one thing when he will fill forms for new pr application, there is a place in forms which says if you ever applied for pr before so he has to tick yes..
 
Hello, Can you give an update to your situation in Canada?
I am returning to Canada also after over 3 years out of the county because of the poor employment situation I had and was offered work outside the country but recently was offered contract work in Canada. Are you also a U.S. citizen? I missed my residency requirement and will probably have to appeal my PR status. Where you able to do obtain PR status again?
