I got an invite in Dec 07, 2018 and submitted all documents. I got a request to send a passport when I was in India in October 2019(I live in the USA) and missed the email. I saw the email recently and emailed CIC to extend my COPR. They have refused to extend my COPR and asked me to re-apply. I go the below response today


As per Overseas Processing Manual 1, Section 5.28 Extending the validity of visas:

The validity of a permanent resident visa may not be extended. Nor can replacement visas be issued with a new validity date. If foreign nationals do not use their visas, they must make a new application for a permanent residence visa. They must also pay a new application processing fee. If they have paid a right of permanent residence fee (RPRF), they do not need to pay it again. The RPRF may be collected only once.



Has anyone been through this?
1. I want to re-apply in the same profile as I clear the cut-off but unable to do so. The profile says, I already have Express entry application. I could not find any FAQ for my situation. Will my application fees 1000$ be refunded?
2. If I apply as a new application, as my spouse as primary, will I be able to transfer the fees from one profile to another?
Any response is appreciated.

I don't know about the profile.

The only fee that is refunded is the RPRF.

Ok you asked the wrong question about copr. When do your medicals expire? I think you should submit your passport with the letter and write a note that you missed the email. They will issue you a copr and a visa with expiry date of 1 yr from your medicals. Many people have missed their passport deadlines and gotten visas stamped.
