Hello,

Can someone apply for Express Entry, Provincial Nomination or Federal Skilled Workers after deportation? Deportation took place in 2008 after refusal of refugee status. We are aware that an Authorisation to return must be done. We just want to know if it makes sense submitting an application to one of the three programs mentioned above. Highest level of degree obtained is a Master's with over 11 years experience with same company job.

Yes, as you've said, they will need to go through the ARC process. However they can certainly apply.

There are not three separate programs. Express Entry and FSW are the same program.

Is it that the ARC has to be done first before any application is sent in for FSW/Express Entry/Provincial Nomination? Or, the person can go ahead and apply for the Express Entry program and if selected or receive an invitation to apply the ARC will be completed then? We are just trying to understand how the Canadian immigration system works.

You will submit the PR application and the ARC will be automatically processed as part of that application. Expect longer processing times since an ARC is required.
 
What is your CRS score? Have you looked to see if your skills are in demand in some of the provinces?
 
At the moment, I am seeing my work applying to Skill type B category with a 443 CRS score. I have not completed the English exam yet or have my qualifications assessed. I am considering doing so. I was looking to apply to the Provincial Nomination because from me looking at the requirements, I can probably meet them. I also believe that I'll get over the 67 points once I complete the English exams and have my education assessed.

Really depends if your skills are in need when in comes to PNP.
