I'm going to submit my Express entry application under CEC. I wanted to know if I need to get police clearance from RCMP before submission or will the immigration request for it later?

It's not mandatory to submit RCMP with your application. However, it's mentioned in other threads to upload RCMP upfront to reduce any possible delays if requested later down the road.
