Is RCMP clearance a mandatory artifact to be submitted or to be submitted only when requested during CEC application processing by Visa officer? Any thoughts?

Only when requested by CIC.

Only when requested. The instruction guide clearly says that

These documents (Police certificates) are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18.
