no hopes now.. sitting at 456 until aug 22.. then due to age factor will be at 451..

Seems like IRCC will bring some changes to point system in this month.. :(

Wait, what? If that is true, why is that not something to feel a bit positive about? Or do you mean negative changes?

Delusions would be deceiving your own self based on current reality. But in a scenario like this where nobody can predict even the next month or two with any accuracy and no one can tell what this will look like 3 months from now, I don't think it is being deluded to have SOME hope. Actions coupled with hope after all is the only remedy for all of this.

John McCallum cut 20% economic immigration quota for Syrian refugees, and that is why the amount of ITAs dropped down to 750ish every round. If John McCallum did not change the pointing system, or add more quota for CEC/FSW stream, the situation will continue.

It seems they will give more points for canadian students which is negative for CIC outland category..

Any reliable news resource? John McCallum mentioned this in many occasions but nothing happened in the last months.

In the above article John McCallum says "We want to make it easier for them to stay in Canada. So we have the system called Express Entry, in which you have a certain number of points to be accepted as an immigrant"

I don't know but I can't help think that whenever these politicians talk, it seems like they are either a bit too disconnected from reality or they won't just make their goals/intentions clear. Why not just say "Look, this year it doesn't seem possible, or this month it doesn't seem possible or in two months or whatever, perhaps next year we can get to it"? No, he'll rather say things like that, which I am sure to many here seems weirdly disconnected from reality.
 
Who is more valuable ?

Student who studied in Canada for year or two with so so English and no real world work experience, with maybe one degree or certification
Or someone who has 5+ years of work experience, great English , and masters or PhD ?

It would be really frustrating to see if students will get same points as those people who really worked hard for that score.
I'm at the point to start either learning French or start exploring Australia.

This is laughable, you talk like they gonna give students 600 points or something, in reality maybe just 20 or 30 points if any at all. And also, try use the CRS tool to calculate the point by using your "standard of student" and see how pathetic the point would be before you make your comparison.
