Hello, my husband's visitor status (from UK) ran out on March 1st. He has an OWP and an INLAND PR app in. The PR app is in progress but they haven't even opened his OWP yet (been over 5 months). I understand that he has implied status because he sent an OWP app in but my fear is that because they haven't even looked at it yet, what if it's sent back?! If it's sent back for some reason, like missing signature or additional documents needed, etc. he won't be able to reapply for the OWP because he's out of status.

Should he apply to restore his visitors status right now? We have until the end of this month to be within the 90 days allowed to restore.

I didn't actually receive it because the email account was compromised but I can see via the status checker that it was sent in January and we can login to gckey and see that the PR app was received and it's in process.
 
if documents would have been missing they would have sent it back before starting to process it, so you should be fine by not extending. It saves them more time to send it back if its incomplete right away, instead of having to contact the applicant and sponsor multiple times because of missing documents.
So I understand you sent your application in January? I just browsed through the december inland thread and they are just getting their owp's now. Covid is delaying every application a bit, so just be patient.

As your husband has valid Implied Status, he doesn't qualify for Restoration.

No I sent the application in early November. They received the PR app November 8th, 2019. AOR came in January. Haven't heard anything from them about the OWP ever. No application number. Not in the system.
