No - she cannot. You will have to qualify for PR on your own if you wish to immigrate to Canada.

Apply for the upcoming WHV/IEC program, gives you a work permit for 2 years. Get a skilled job to get Canadian work experience and then apply for PR,

Thanks for the reply, is the fact i have an HND, and a B.A degree enough for me to get through PR? Or would I still need to rely on work experience?

You need work experience.

Have you looked into Express Entry and calculated how many points you have?
