So I'm 95% done with my application, but came across a question that has put me at a stop.

I'm applying Outland from British Columbia to be sponsored by my husband.

When it asks me what my "Present address" or "Current address" is, should I be putting my address from the USA or should I be putting my address in Canada since I am living with my husband right now?

Also, I asked this before but want to make sure one more time, I've been in Canada since a month after I turned 18, about a month after my application gets mailed out, I will have been living in Canada for 6 months, it says I need a police background from somewhere I've lived for over 6 months, haven't been here that long obviously. Should I go ahead and just get one to be safe since it's cutting it close?

And lastly, how much did it cost roughly for medical exams to be done?

This question was answered already in this thread posted by you with regards to pcc of canada.

regarding address if email is mentioned all communication will go to that email . Its clear in application. you should go to panel doctor before submitting aplication.
