I am 15 and would like to study in a vocational school for nursing or something in technology in Canada.

If I were to apply and be accepted and study in Canada could I still qualify for PR ?

Also, I hear in order to get a study visa I need to prove how I will be able to pay for my tuition and living costs while in Canada.

If I applied for a study-work visa and said I'd be taking out loans could that increase my chances or no???
 
To be approved for a study visa, you will need to show a bank balance that contains your first year tuition amount + $10K first year living expenses + $2K-$3K travel expenses. Yes - you can take out a loan.

If you study in Canada you MAY qualify to apply for PR. There is no guarantee.

As scylla mentioned, you can be eligible for residency AFTER you have finished your college and/or have worked inside Canada for at least 1 year.
