Questions from students who are in Canada and who changed university

hi folks,
I have some important questions ,please bear with me

1- i am going to change my university and moving to another province (by August 2012) within Canada (the program of study is the same however).I have stayed here for more than a year though.

Also,my study permit is expiring soon ,so i am going to renew it with my current university details (as i am registered for summer term in my current university). My admission to the other university is not finalised yet ,but unofficially i am admitted .

My question is when i moved to other university with my renewed Visa documents ,do i have to inform CIC about this change of condition??(coz i renewed my docs before the change of university) (also on study permit it is clearly mentioned "Any post secondary education ,institution")

2-The university where i am seeking admission has asked me that once i am granted admission ,i'll have to withdraw from my current university .I did not pay fee for my current (summer term) ,so is there any way that i can withdraw myself without paying for this term? (coz i want to pay this fee to the other university i'll be joining) will it effect me in anyway?

Please no assumption ,i need reference based fact based solution .
Seniors and students who went through such situation are really encouraged to guide me on this matter.

Good day !

I will advise you to renew your study permit as soon as possible on the basis of your current university. Once you have permit renewed (it take only 15 days, if you apply online), change University. The benefit of applying early:- You do not have to pay any summer tuition.

and what other things i should do related to my current uni before i apply to withdraw myself from it? as withdrawing after acceptance to another uni is their condition
