As I am going to be moving via ABF Relocubes, I need to land BEFORE getting my belongings, since they need to have proof of status, which (I assume) means they need a copy of my stamped COPR.

My ECAS changed to decision made on Friday morning. We are hoping this means we will have my COPR in hand within the next few weeks. I'll be visiting my husband in Canada from July 5th through August 11th.

Assuming that the COPR comes sometime during that time, our plan is to drive from Edmonton down to Coutts and flagpole me, then come back to New York to get my belongings.

My question is this: How would I go about traveling BACK to Canada a couple of weeks after I land? I obviously won't have my PR card yet. How would I go about getting a travel document and how long does that take?
 
You can obtain a 'travel document' but can only get one from an embassy 'outside' Canada, ie from where you are travelling to (in your case the U.S.). Hopefully someone else here will have an idea how long that would take.
 
If you have a visa-exempt passport (like a USA passport), then in general you don't need a travel document.

If you're flying to Canada from US, then you would just come as if you're a tourist and travelling on your visa-exempt passport. It's even easier if you're driving. At the Canadian immigration, you can just show them your passport and COPR. They will have a record of your PR in their system and can look you up without having an actual PR card.

Of course if you don't have a visa-exempt passport, then you need a travel document.
