Hi, I'm currently living in one City/Town in Ontario. I'm currently in the process of moving to another city/Town and doing some searching. I will move by the end of February 2016.

Do I need an LOE for this showing the residential vacancy advertisements I have looked at and the properties I am going to view? Or if I apply for a property do I need to include my completed 'Potential Tenant' completed form I give the landlord to consider me as a 'potential tenant'?

Are you planning to apply for OINP that has the Intent to Reside criteria? or Have you already applied? When you meant LOE whom are you planning to submit. Please clarify.

If you go to land, and are questioned about your intent to reside, those documents won't hurt. They aren't technically necessary, but they don't hurt. What's more important is that if you are questioned, you have an idea of what you will do to establish yourself, and after you do land that you make reasonable efforts to settle in the province indicated.

Should you later move to another province, and your intent come into question, then documentation of the efforts you took will remove any doubt as to your legitimacy. Such a thing is exceedingly rare, and generally the question only comes up if someone lands at a Point of Entry located elsewhere in the country, or has a spouse/employment in a different province. In cases like those, it is still sufficient to intend to reside in the province of landing - if you let the officer know upon examination that you are (for example) quitting your job and moving your family, there won't be any problems.

Some people, however, intend to reside in one province but participate in the PNP of another. Upon landing, they admit to the officer that they have no intention to reside, and it is that point that their Permanent Residency is lost. Generally speaking, people with a genuine intent to reside will have some idea where they wish to live, what they will do for work - if you have no clue, you are more likely to get questioned.
 
Hi guys thanks for your reply. I'm referring to this in the context of having gotten my ITA. When you go through the screens and click continue it asks for the Province and the city you intend to reside in. I'm currently in City A in Canada but want to move to City B.

This is the context of my question. I did not receive nor have I applied for PNP.

Oh, then it doesn't matter at all. Permanent Residents have mobility rights under the charter, and are free to move and work as they see fit.

For PNP, they are required to intend to reside in the province at time of application and landing.
