Questions about CSE

CSE's are often used to communicate important changes in an application. I have a question on how these CSE's are received and handled by IRCC. I understand that the standard turnaround time for a response is 10 business days but it took take a lot longer to receive a response or in some cases no response at all. So my question is,

Once a CSE is raised, is it immediately attached to your application/available for agents/analysts/Visa officers to review the next time they open the filed application???

I was told by a CIC rep over the phone that the software immediately ties it to an application but I am not sure. Does anyone have any insights with this??

As I know only after 6 weeks because some were rejected even after sending CSE because it takes time to attach it to the application. My response time was exactly 6 weeks, as many others.

May I ask what your reasons for CSE was, because I know for some cases they don't need to respond.
