Questions about certification of qualification

1) My NOC code is 7231 and it says on their website that certification of qualification is voluntary. Does that mean I am not required to be licensed to earn points for my work experience?

2) I have a 2-year program diploma and a 3-year program diploma. However, for my 3-year program, I only did 2 years because these 2 programs share the first-year contents. Am I still eligible to earn points for having 2 diplomas and 1 of them is a 3year program diploma?

Yes they are both from Canada
1 diploma is a 2 year program. The other is a 3 year program. But the first year of both programs is the same one so I got transfer credits and did not have to repeat first year on my 3 year program.
I did the 2 year program first then the 3 year program later.
