Hi, I'm applying for PR online , spousal sponsorshop. I previously applied July 2021 under inland sponsorship. My application was eventually "returned as incomplete" around December 2021, for a missing signature on the imm5669(?) form, which was my fault. I had to update quite a few things on my application because of how much time had passed. I'm now ready to submit my application again. This time, I'm submitting under outland (though I'm still in Canada), and using the online system. A few things are coming up as I submit my documents:

1) I have an old application fees receipt. My fees were paid on March 21, 2021, over a year ago. We have not been refunded anything since my application was returned in November, to our knowledge. I read these two statements on IRCC website:
"You can use all the same documents and payment receipts to apply again. Make sure the signatures are still valid." (link) (I believe I also actually received this guidance when my application was returned, on the paper describing why my application was returned to me.)
"Yes, you will get a refund if we return your application. We will return your application if ... it was incomplete ... Refunds can take up to eight weeks to complete." (link)
So......how do I know for certain where I stand between these two statements? It's a lot of money to pay again by accident. Is there a number I can call to figure out if my receipt is still valid?

2) I have photos I had taken at a Shoppers Drug Mart. I don't have the original digital copy of the photo. I read the specifications for PR application photos, and it seems like I'm supposed to just scan the front of one photo and submit as a JPG/PNG file, is that right? Or should I ask for the original file from the photographer to ensure the quality is highest?
