I have applied for my Daughter to become a Permanent resident in January 2023, but she came here on a visa and it expired so while those papers are in because she is living in Canada with an expired visitor visa I applied for her to get her visitor visa as I was told to apply for her as she is still a manor and Canada wont kick her out because she's with her parents why did she get rejected, if immigration told me to apply for her visitor visa?

You can apply to restore her status if her allowed stay in Canada expired less than 90 days ago. Otherwise there is no way to fix her status from within Canada.
