Just to clarify, what exactly does, "we started processing your application for permanent residence on XXX.." really mean on ecas? (PA side for PR)

It means the application has been transferred to the VO and that’s when they opened it/started processing it

Does this mean that the interview has been waived? I read that somewhere, it said that it doesn’t go into “in process” until after the interview..

I don’t believe so. Whether or not you get called in for an interview is dependent upon the details of your application that aren’t examined until it begins processing at the VO. Typically only the sponsor approval is processed prior to the app transfer.
