I am a Chinese citizen and I live in the US. I am not a permanent resident of US. I have valid US F-1 student visa.
I am going to travel on Nov 8 2018 on flight. I will take flight operated by Air Canada from San Jose, CA (SJC) Mineta San Jose Intl to Vancouver, BC (YVR) Vancouver Intl and then transfer to an All Nippon Airways flight from Vancouver, BC (YVR) Vancouver Intl to Tokyo, Japan (HND) Haneda within the same day. The whole ticket is one interline ticket owned by All Nippon Airways. The 2 flights are bounded as one trip instead of 2 segments of trips.
I noticed that on the page https://www.canada.ca/en/immigratio...t/without-visa/china-transit-eligibility.html it does not state whether the program applies to the case where you travel with 2 airline companies and one of them(Air Canada) takes part in the program.
Am I qualified for China Transit Program and able to waive the transit visa? If not what other options will I have? I already applied for transit visa online but it takes time and I don't think I will have enough time to send my passport and get it back. Plus the VAC offices in the USA will discontinue servicing starting from Nov 1, 2018.
Any help would be deeply appreciated!
