It says this on the government's website and it is not very clear to me

"show that you’re traveling to Canada for an essential (non-discretionary) reason and not for reasons that are optional or non-essential, such as tourism, recreation or entertainment"

Is it non-essential if a spouse hasn't seen their significant other for almost a year and wants to see them again?

There are a few threads about the essential vs. non-essential travel topic on the forum. You should have a look. Spouses have been refused.
