Can a non PR child (with an ETA) travel with their PR grandparents to Canada for more than 15 days. The child's mother is a PR but will not be traveling to Canada at the same time.
 
According to that we would need to show a) The child's mother is a PR and b) the relationship between child and mother.

b) is not a problem, just a birth certificate I guess.

a) is more problematic as the mother does not have a current PR card. She has an expired card, and a copy of her COPR. Question is will the airline staff accept those as proof of the mothers PR, you know what they are like some times!
 
Of course do not forget that the grandparents will need a letter from the mother that she has given permission for the child to travel with the grandparents. This is to do with child trafficking regulations, not specific to Canada , or PR or anything to do with COVID

Expired PR cards are different from actually maintaining PR status, but you are right, some airlines may be ignorant about the fact. Maybe some proof of her residence or current presence in Canada perhaps? Not sure either.
