On the document checklist it states on Additional Family Information that the principal applicant and each of their family members 18 years of age or older must complete their own copy of this form.

For the life of me I dont understand why they cant put in one more sentence and explain what they mean by family members???

They also asks for exactly the same thing for the background declaration.

Is this your parents, brothers, sisters? It doesnt make sense to me that all of these folks would have to fill out one of these forms?

Can someone please enlighten me. It would me appreciated.

If you are sponsoring just your spouse they would fill out the form as is. Mother Father brothers or sisters. Her children or your children together.
If you are sponsoring one of her kids then yes they would need to fill out this form if they are over 18. As I don't know your details I can't tell you yes or no :) No one else needs to fill out the form.

If you read it closely it is only people who are emigrating that complete the 5406. You your spouse and any children over 18.
