We are not yet sure on whether to settle in Ontario (near border) or Quebec. The challenge we face is finding a house that's affordable but also close to Montreal. The selection of homes in Ontario close to the border is unfortunately more limited versus Quebec.

Let's say we get immigration approval for Ontario or vice versa, can we easily switch province depending on where we finally find a house?

Any comments or advice is appreciated.

If you are planning to live in Quebec, the process is slightly different, and you'd need a CSQ. If you say you are planning to live in Ontario, you can land then move to Quebec freely once you have the PR. Assuming you are currently in Ontario, use that address until the PR process is completed.
 
We both currently live in the US. Can we apply for Ontario, land and then just immediately go to Quebec once we sell our house in the US?
