My father by law was a landed immigrant in 1998. Due to circumstances , they came back to the Netherlands after a few month in Canada. His PRC has expired since. Is there a route to re-land again, without filling in too many forms?
Hopefully some of you guys could help me. appreciate it! :)
 
No - no such process exists.

His only option would be to return to Canada and hope he is not reported at the border for failing to meet the residency obligation. He would then have to live in Canada for 2 years straight to once again meet the residency obligation. Once he meets the residency obligation - he could apply for a new PR card.

If he is reported at the border for failing to meet the residency obligation - he will have to appear at a hearing and can expect to then officially lose his PR status and be asked to leave Canada.
 
Since it is only the PR card itself that actually expires, he has not lost his PR status...however...

If he has not been in Canada since 1998, there's a very high probability that he would have issues when he tries to re-enter Canada now. The CBSA officer probably couldn't cancel his PR on the spot, but would most likely report him for non-compliance, which would lead to revocation.

If this happens, there is no short cut to applying again.

He came to Canada many times as a tourist, visiting family and friends. He had no problem at the border what so ever. But like I said, as a tourist.

That's what we are saying. If he can enter Canada successfully even as a tourist, then after staying in Canada for two years (without leaving), he could renew his PRC.
