Question for FSW elegibility and lawyer question.

Hello dear applicants

I got a question regarding my mother in law .

She is a psychologist in Iran for the past two years.Her English is not that bad, she is 45 now and my father in law is a HVAC technician .
Is it possible for them to apply as FSW by themselves , obviously me( Can citizen) and my wife( applying for her PPR) could help them during the process,
Or they need to hire a lawyer?

What IELTS score is needed now, I heard they decreased the min score for new files? is that true?
