Hi Guys, me and my Girlfriend are planning to get married on January, she's currently in Saudi and I'm here in Canada as a PR. She's currently a nurse in Saudi and her contract is until August of 2014. She doesn't wanna come back there anymore as some of you know the risks in working in Saudi if you're a girl. Anyway, will that affect our application if she'll not finish her contract? Because I'm kinda worried that if we requested for a Police Clearance in Saudi, since she work there for more than a year, will that reflect on her records? And I tried reading the processing times in cic website and saw there that the processing time is about 28 days for outland is that accurate?

I think that would depend on the Saudi Government. How will that show on her criminal record? Will they still issue her a police certificate?
Police certificates only show your criminal record (crimes committed) and they are most worried about violent crimes. Not sure if this answers your question.

Only stage 1 of outland processing is 28 days. However stage 2 through Abu Dabi office is posted as 18 months processing time on CIC website. So you are looking at time of at least 1 year and more before her application for PR would be approved.

If she applies for a TRV to visit Canada, and if approved, she could come here and you could apply inland so she could stay in Canada during the entire time.

You MUST provide a police clearance with the PR application, this is not an option. I don't see how quitting a job would lead to a criminal record, but I really don't know how the police operate over there. Even if it did show up on police report, it is not something CIC should be concerned with.

No - this isn't accurate.

There are two stages to the outland application process. The first stage takes around a month. The second stage takes substantially longer and is country-specific. You can find the processing times for the second stage here:

Thank you for all the response, I really appreciate it, At least now I have an idea where to start. Would it be better, if we're just gonna let her contract end till 2014 of August and process it in the Philippines? Because I betcha there will be lots of requirements that needs to be done by her personally right?

I can understand wanting to leave Saudi Arabia, as she's not a citizen there, and it's probably the worst country in the world when it comes to women's rights. However, you should ask her if she's willing to live in the Philippines if the PR application fails. If she doesn't want to, and going to Canada is the only option for her, then you should be a bit worried. The only thing that will negatively affect her PR application is a strong desire to come to Canada, and no alternative plans for living in Philippines.
