Question about Sister and her family migrating to Canada?

Can a permanent resident sponsor a family member or is this only available for a citizen? If citizen how about if I have PR but married to a citizen? Could we sponser my sister her husband and two children? My sister is a lawyer and her husband is a teacher, not sure if their profession makes any difference.

You can sponsor your sister if she is under 18 and an orphan or in special case, you have absolutely no family in Canada and no closer relatives alive that you can sponsor such as parents/grandparents or children.

If you live in Saskatchewan or Manitoba or Alberta, look at their nominee programs - they may have streams for family members.

What options would my sister be looking at then if she wanted to come to Canada then? If I can's be a sponser for her and her family is the only option for her to find an employer who can bring her on a work visa? Teachers are not really needed and I'm not sure about a contract lawyer.

I'm surprised by looking at the skillsets on the new website that they don't list anything for Teacher and Lawyer. These professions don't qualify I guess.
