So with the photos we need to send in, is it OK if some of them are of my partner and I before we began dating? On one hand, they might think it's irrelevant, but on the other I think it shows the progression of our relationship from friends to dating to common-law.

You only get 20 photos. So, you can pick and choose, but make sure within your 20 photos are enough to sufficiently demonstrate that the relationship is genuine. Sure, include some before you were dating, but make sure that the photos overall demonstrate the strength of the relationship
I think they do, yes. Especially since we met online I think it looks better to go from friends > dating > commonlaw, rather than jumping straight into the relationship phase.
