Question about Open Work Permit from Outside Canada

Posting this one behalf of a friend.

She is from Pakistan having 7 years of work experience in NOC5243 and is a Graduate with a Bachelors Degree in Textile Design. She also has a 1-year diploma in the same field from the US. IELTS score is 8.5 overall. She is also in the PR Express Entry pool with a score of 445.

Is there a way to apply for an Open Work Permit from outside Canada so she can come to Canada to look for a job and stay her?

Others can comment as well but unfortunately not as easy as that given to get an open work permit need a job offer which can be almost impossible to secure from outside Canada given need an employer to sponsor an LMIA application which most cannot be bothered with given the costs , the time taken to advertise and show no local is available for the job.

Nothing to stop her from applying for a visit visa to come to Canada and do some informal job hunting , she may be lucky to find that one employer looking for someone with a NOC 5243 skill.

With an express entry score of 445 then based on recent history she could maybe expect an invite at some point

No - there's isn't. She does not qualify for an open work permit.
