when ever they will implement it let say 1st,july,2015 , this will be on the new immigrants who received their PR after this date or it
will be for all ( Old & new PR cards ) ?

General consensus says that it will apply to all, regardless of when the PR landed.

what happens to the application of those who apply before the rule implementation takes places. for eg if its implemented on 1st july 2015, and i apply in dec 2014.

If you apply for Canadian citizenship in dec 2014, you would apply under the old current citizenship rules.

July 19th implementation date doesn't make sense. The general consensus is that the implementation date would fall somewhere between june 19th, 2015 (1 year after law come into effect) to July 1st, 2015.

We won't know exactly when it will go into effect until CIC announces a public date. Until then, the current old rule will stay current until stated otherwise.
