Question about Medical Card

Hello All,
I am going to land in Montreal (Quebec) in the following week. Because of some personal problems, it is not possible for me to remain there for long-term. I am going to return to my country after two weeks. Is it possible for me to apply for Medical Card? By the way, it is not possible for me to return to Montreal until one year later. How should I negotiate my case with RAMQ? Are there any options in order to resolve such issues?

Wait until you return to Canada in a year and apply for your health card then.
