Question about July 1, 2012 applications

My brother-in-law received his application back once because of an error and then because the cap was reached. Assuming the cook category is still eligible July 1, 2012 - can he just resend the application AS IS? What happens if the mail delivers it June 30 = will they return it? We are in California and it is hard to know exactly when it will get delivered but we want to get his app started right on July 1 if possible.

I will advice you guyz wait till july 1st before sending out the application. Then you send it out through speedpost so u can track the application package. With speedpost, within 1week, it should be delivered.
