I've been in Canada 10 years, graduated and working over 3 years, when filling out my EE profile can I say that i have a job offer which is my current employer?

Only if you have an LMIA for the job.

only if they are willing to help you with LMIA or PNP(which i believe is closed temporarily )

Well, I did state that I have a job offer and it then asks if I have a LMIA for the job , and I said "No", so I think this maybe ok.

You won't be rejected for having a job offer and no LMIA, but you won't get the additional 600 points for it.
