Please can any person help that for Federal Skill worker trade programe , CIC mentioned at their website that “certificates of qualification in the skilled trades”

I am confuse about getting the skill qualification certificate ? How I can get it and for getting this certification it is necessary to present in canada , Can I get in Pakistan ?

I think you have probably mistakenly stumbled upon some point related to the "Skilled Trades" visa category which is different from the "Federal Skilled Worker" category. Please check again.

Yes i know federal skill worker is different then Federal Skill worker trade programe. My Question is about Federal Skill trade program , that How i can get skill certificate from canada ? Can i apply online for that certificate.
 
Well as a Pakistani you can get a skills certificate on the basis of your experience. For this you will have to get your skill in your intended trade assessed by a skilled trades authority of the Canadian Province in which you intend to reside. Its somewhat like getting your qualification assessed by WES.
Each province has its own criteria and facility so you will have to check the following page on CIC website containing links to provincial/territorial bodies which assess skills. Check each website

For example if you want to reside in Alberta. Their local trades website is as follows:

The page outlining procedure for applying for skill qualification certificate is this:
