I've been in USA for continuous 5 months for study (the year 2013) and then another 2 weeks for travel (the year 2016). Totally 5.5 months. It is less than 6 months so theoretically FBI report is not required. But I see in some cases, reports are required when the length is close to 6 months. As far as I know, it would take a couple of months to get the FBI report. Shall I wait and get into the pool until I get the report?

Better to get it now , fbi report is long process and there is always the risk of rejecting your finger prints, and if you aren't in USA and don't visit it until you file for PR , then the report will be valid indefinitely
