Question about: Factor 1 Education

In the guide, there is a table to calculate points of Education,
Two or more university degrees at the Bachelor's level AND at least 15 years of full-time or full-time equivalent study : 22 points

my questions is, does the 15 years mentioned here include the years spent in university? or 15 years before university ?
