and what if some body is deported before and he make new passport and don't declare he was deported, can they find from back ground checks??
Well, this reflects my personal opinion. If you left that country by yourself even though you crossed the legal period of stay, then, no need to worry,
but if you've been
deported, i.e ordered to leave then you should have clicked (Yes) in the IM0008 form, to this specific question: "been refused admission to, or ordered to leave, Canada or any other country?", and should have provided appropriate justification, accordingly.
Doing the above shall
not be used for basis for inadmissibility.
however if you answered
(No) to that specific question, then, you might be, unfortunately, become
inadmissible for grounds of misrepresentation. It's likely that during background checks such deportion to be visible and reported to the Canadian authorities.
Nonetheless, I have to emphasize to everyone that
inadmissibility because of misrepresentation is a decision that requires a higher authority than the visa officer him/herself, this is usually the operation or program manager. This might make visa officers double cautious before exercising that right.
Hope this helps,
Cheers
