Query regarding ECA requirements for Express Entry

Hi Everyone,

I have completed a Post-graduate Certificate program in Canada. And am currently doing my second Post-graduate certificate course. Prior to this I had completed my Bachelors of Engineering in Computer Science.
Following are my queries:-

1) Do I need to complete an ECA for both Higher Secondary and University Degree or just the highest degree (i.e.) University Degree will be fine?
2) Is it necessary for me to do the ECA as I would be completed 2 Post-graduate certificate programs in Canada? Would I still get the required points?
3) Has anyone used ECA services provided by WES? Any positive or negative experience with this institution?

1. Need University Degree ECA, higher secondary not required..
2. Yes, since one of Post secondary should be 3 years or more to get points..
3. Positive and negative feedback with WES.. but most prefer WES because majority use them for ECA.
