What if after obtaining the PR under CEC, someone gets a good job offer in Quebec? Is it possible for a person to move to Quebec and work there?
 
Yes. PR is PR. They will try to stop you from getting PR if they know you will move to Quebec, but afterwards they can't as a permanent resident is a permanent resident in all of Canada.
